I think it was the right things not to open it.
As well as the car supposedly stalling they still had to out everything on the top of the que lines. Do sme landscaping and do the stripes. I don't think it was ready for the 23rd...

I think there will probably be a disembark area behind the loading bay as seen in this screenshot of the game (taken from an earlier post I made about the station layout). I find it strange how they installed the other legs and started on the one they just installed and left the other one plain. Guess you are talking about The Giggler leg.
