Who is to say they can't test while there are workers on site? A logical answer would be as long as none of the workers are in any of the ride areas (like in the fenced off section near the lower section or in the pit for example) then they can test. Could they be the on ride video cameras? One camera per two seats (so two cameras per row) and no cameras on the back obviously as there is no other row.

They are a different type of fin on the 1st lift, they are a pinch brake type... To RC4L... It will be a world's first (even if it is an evac method) there simply is no real pressing need for this extravagant type of evacuation... They could have done it so much simpler than this... Fins not going to the top = chance of uncontrolled freefall until the fins, this would be THRILL...
