My major effort to move the speculation in here... Imagin there are four trains on the track. One in the station, one on the 1st lift, one being held before the vertical lift and one on the vertical lift. I would imagine they would add power to retract the fins. That way, if the power failed, the fins would pop back out and slow the train down. Problem solved! Bingo.
