Well, if we look at Cú Chulainn, construction started in August 2014 (with planning permission presumably going in a little while before) and it was formally announced in February 2015, in time for a June opening. Really bizarre thing happened with Stealth today. Around 3:30, the queue times boards started announcing it was open and on 80 minutes. Upon running over, we saw a queue coming right out the front and up to the baggage hold, with no one in the air gates. At least one test car was sent successfully. ...

I would assume it will open this weekend in time for Easter holidays, with the queue time update being merely a test, much like we saw with the CBeebies attractions the day before they opened.

The Smiler, a coaster famous worldwide for having a major crash which the media has led people to believe was because the ride was unsafe, receiving lap bars, which are widely considered by the GP to be less safe than OTSRs?

That's quite a large area. Just to throw this out there: if we follow the recent investment patterns (2013 - Hero, 2009 - Mumbo Jumbo, 2006 - Kumali), they're arguably due a new coaster soon. Doubt that'd spring up over the next few months, but it's not impossible if it's on the scale of Hero or Mum...

So, it's either something that relates to both Galactica and The Smiler or it's a couple of minor but different changes to both. Being the "newest" coasters of the Big Six, it could easily be something related to that (especially as this is the last year of it being "the big six"...
